As vaping becomes increasingly prevalent in prisons across the UK, traditional smoke detection systems are facing significant challenges. Standard devices often misinterpret the vapor as smoke, leading to false alarms that disrupt daily operations, waste resources, and create unnecessary panic and disruption among inmates and staff.


THE CHALLENGE

Currently, many cells do not contain automatic fire detection, only domestic detectors outside of the cell doors. Serco, the prison management team, are looking to change this and alongside HMPPS approved the Tri-Sensor as a suitable solution. Months of planning between Pacific Fire, Serco, and the MOJ (Ministry of Justise) National Fire Team and Technical Standards teams, happened before the rigorous testing could happen in the live prison environments.

THE SOLUTION

It was an existing Apollo protocol system used, which meant there would be minimal down time and disruption to inmates. Pacific Fire selected the Apollo Tri Sensor for its advanced EN54-31 certification, which includes the innovative MT mode of operation. Unlike traditional detectors that respond to a single fire related event, this mode requires the detection of at least two distinct fire phenomena before triggering an alarm. This makes the device particularly well-suited for challenging environments, such as custodial prison cells. Its ability to detect smoke, heat, and carbon monoxide, combined with its exceptional resistance to false alarms caused by vaping, was a key consideration. The sensor’s durability against malicious tampering and its reliable performance in demanding settings ensure consistent safety without frequent interruptions.

From this testing, the MOJ are now reviewing and re-writing their Technical Standards around this success story to capture this innovation and to ensure that all operators in the public sector follow suit by standardising fire detection systems throughout their estates.
